Bidligence analyses tenders published on any of these portals and notice boards: upload the tender pack and it does the rest. Its tender feed reads 17 public procurement sources directly and searches 66 countries every night, then e-mails you the tenders that match your trades and countries, and helps you build a competitive, compliant bid.

How it works

Seven steps from tender pack to sealed submission

Every step is saved as you go. Refresh, close the laptop, hand over to a colleague — nothing is lost.

  1. 01

    Upload

Drop the tender pack — PDFs, DOCX, XLSX. Bidligence parses every page.

  2. 02

    Analyse

Scope, criteria, mandatory documents, bond terms, deadlines and risk flags — extracted in minutes.

  3. 03

    Decide

Bid Score weighs client, fit, capability, competition, margin and risk. Bid or pass, with the maths.

  4. 04

    Configure

Margin, currency, team, target score and which documents to produce.

  5. 05

    Generate

BOQ, CVs, work plan, method statement, programme, compliance, risk, HSE, QA/QC, sustainability, cover letter, questionnaire.

  6. 06

    Review

Edit everything. Live margin slider. Mock Evaluator scores your draft like the client's panel would.

  7. 07

    Guard & export

Submission Guard ticks every mandatory item against your evidence vault. Export editable DOCX and XLSX files or the full package as one ZIP.

The platform

One workspace from tender notice to sealed submission

Finding the right tenders, deciding which to chase, pricing them, writing them, drawing them and checking them before they go — Bidligence runs the whole bid desk, and is built against the reasons bids are lost: missing documents, late submissions, bond errors, weak evidence and generic writing.

Hunter 1.0 — your Super Intelligent bid agent

Chat with Hunter, or hand it the tender pack and your company profile. It reads the documents, runs the analysis and the Bid Score, configures the bid and starts the package — and tells you what it still needs from you.

Tenders found for you

A live opportunity feed from public procurement sources, matched to your countries and trades, with saved searches and a nightly sweep. New matches arrive in your digest.

RFQs and supplier quotes

Send suppliers and subcontractors a request-for-quote link — no account needed — and compare their quotes line by line against your priced BOQ.

Bid Score — bid/no-bid with the numbers

Six weighted factors, a break-even win-rate calculator and a record of every bid you passed on. Stop bidding badly-fitting work.

Submission Guard

Missing forms, expired certificates, wrong bond amounts and late submissions are the top reasons bids get thrown out. Bidligence checks every one before you seal the envelope.

Evidence-locked Super Intelligence

Claims about your company are drawn from your Evidence Vault and cited. Anything the vault cannot back is flagged for you to confirm, not filled in — every document stays a draft for your review.

Company Vault & Bid Library

Certificates with expiry alerts, past projects, CVs, policies and approved answers. It grows with every bid and feeds every generator.

Mock Evaluator

Scores your draft against the tender's own weighted criteria, lists pass/fail issues and ranks the fixes that move the score most.

Priced BOQ with market rates

Super Intelligence baseline rates for the region, live market look-ups with sources and confidence, editable line by line, margin distributed instantly.

Built for anywhere

World Bank / FIDIC, FAR, PCR, PPADA, CIDB, GeBIZ — 21 procurement profiles plus a global default. Any of 100 currencies, with live FX.

Deadlines in plain sight

Time-zone-aware countdowns, e-mail reminders at T-7/3/1, and a pipeline that shows what is due this week.

Exports evaluators recognise

Branded XLSX bill of quantities, an editable DOCX technical proposal, cover letter, CVs, programme, compliance and risk registers — or the whole package as one ZIP.

Design drawings (beta)

Floor, foundation and utility plans with door, window and room schedules, drawn in millimetres from the tender as a PDF set and DXF files (R2000), with a 3D walkthrough of the design: orbit it, walk its floors, look round each room in 360° and export a fly-through film (MP4 where your browser can encode one), made in your browser. Every sheet is marked NOT FOR CONSTRUCTION until your registered engineer signs it off.

Design drawings · beta

From the tender brief to plans, DWG files and a 3D walkthrough

For design-and-build tenders, Bidligence drafts the building from the analysed tender in millimetres, checks it against its drawing rules and the tender's own brief, and draws it to scale. Design-development drawings for professional review: every sheet carries NOT FOR CONSTRUCTION until your registered engineer signs it off.

  • Floor, foundation and utility plans with door, window and room schedules — a PDF set and DXF files
  • DWG files and the Autodesk Viewer through Autodesk Platform Services
  • A tender-brief compliance table: room areas, window counts and sizes, the main entrance — met or not, row by row
  • Rules for stairs, doors and circulation: a stair blocking a door, or a room nobody can reach, is caught before drawing

3D review, in the browser

Orbit and walk

Orbit the building, then walk its floors with walls you cannot pass through and stairs you can climb.

360° from every room

Stand in any room and look round it, or follow the automatic tour from the main entrance.

Choose the look

Pick the lighting and finish — true colour, cinematic, soft daylight, clay model — before anything renders.

Stills and film

Export PNG and 360° stills, and a fly-through film (MP4 where your browser can encode one).

Every still and film carries NOT FOR CONSTRUCTION until sign-off. Nothing is uploaded to make them and no credits are charged.

How credits work

Every Super Intelligence action — tender analysis, the Bid Score, a priced BOQ, each of the 12 documents, the Submission Guard — costs credits in proportion to the work it actually does, so a bigger tender uses more and a small one less, and nothing is charged for a step that does not run. Your plan’s credits refresh each month and do not carry over; credits you buy on top never expire while your plan is active, and are only used once the month’s allowance is gone.

Top up any amount

US$1 = 2 credits · any whole amount from US$50 to US$10,000

US$
= 200 credits

Top-ups are available to workspaces on a plan, from Settings → Plan & billing.

FAQ

Questions bid teams ask

Does Bidligence write the whole bid?
Bidligence drafts the complete technical package and prices the BOQ; your team reviews, edits and approves. Anything Super Intelligence could not ground in your evidence is flagged so nothing invented reaches an evaluator.
Which countries and procurement rules does it cover?
All of them. Bidligence ships with a global profile built on World Bank / FIDIC practice plus 21 regional profiles (US, UK, EU, Canada, Australia, NZ, India, Singapore, UAE, Saudi, South Africa, Kenya, Nigeria, Ghana, Egypt, Brazil, Mexico, Philippines, Indonesia, Malaysia, PNG). Currency, standards and price sources adjust automatically and you can bid in any of 100 currencies.
Where is my data stored? Is it used to train models?
Your documents live in your own workspace on encrypted cloud storage and Postgres. Content sent to our model provider is not used for model training under our API terms.
Can my subcontractors or JV partners collaborate?
Invite teammates with roles (admin, bid manager, technical lead, finance, reviewer, viewer). Threaded comments with @mentions are built in — mention a colleague and they get an in-app notification and an e-mail, and the workspace shows who else is online and which bid they are on. Suppliers and subcontractors need no account: send them an RFQ link and their quotes come back into the comparison. What is not built is simultaneous co-editing of the same field, so agree who owns which section; every change saves instantly for everyone else.
Can I build from the drawings Bidligence produces?
Not as they come. They are design-development drawings for professional review: every sheet and every 3D still carries NOT FOR CONSTRUCTION until your registered engineer reviews the set and records the sign-off in Bidligence, which re-issues it without the mark. Bidligence does not review or certify drawings.
What file types can I upload?
PDF, DOCX, XLSX, CSV and TXT, plus scans and photos of pages as PNG, JPG or WebP. Scanned PDFs are read too: Super Intelligence transcribes the scanned pages one by one, which uses credits, and tells you about any page it could not read.
How is Bidligence priced?
Starter is US$399 a month for one user and 1,500 Super Intelligence credits a month, priced for the contractor a single win repays many times over. Pro is US$799 a month for ten seats and 5,000 credits a month. Both bill per workspace, and you can buy more credits at any time, by amount — US$1 for 2 credits, from US$50. Starter and Pro both begin with a 3-day free trial: you add a payment method at checkout, nothing is charged during the trial, and if you cancel before it ends you pay nothing. Enterprise carries no list price: our sales team scopes and quotes it to your bid volume. Every new account also receives 500 welcome credits in its first workspace once its e-mail address is confirmed — enough to analyse a tender, get its Bid Score and see a priced BOQ before you pay anything; generating the bid documents is part of Starter and Pro.
