About Bidligence
The whole bid desk, built for contractors.
Bidligence is the Super Intelligent bid desk for construction contractors. It finds tenders, helps you decide which to chase, prices the BOQ, writes the bid package and checks it for the omissions that get bids rejected — drawing the facts about your company from your own evidence, in any country.
Too many good bids are lost on a technicality
Good contractors still lose tenders on a technicality: a missing declaration, an expired certificate, a bid security in the wrong amount or a late submission. They also lose on generic copy that never answers the evaluation criteria. And with estimating teams stretched, few have the time to decide properly which tenders are worth chasing at all.
The software on offer splits the job into pieces. Discovery services find the notice and stop there. Bid-management tools invite subcontractors but do not write the bid. Proposal writers draft answers with no bill of quantities, programme or HSE plan. Estimating tools stop at the estimate. The contractor is left to stitch them together, or to do it all by hand.
Bidligence exists to close that gap: one Super Intelligent bid desk that takes a construction tender from notice to a submission-ready package, in any country. It treats an unsupported claim as a defect, because a bid built on facts your company cannot prove is a liability, not a shortcut.
What sets us apart
Built to win tenders, not to fill pages
One desk, from notice to submission-ready package
Most bid software does one part of the job. Bidligence takes a tender all the way: find it, analyse it, decide, price, write, check and export, then record the result — and every step is saved as you go. You can also hand the tender pack to Hunter 1.0, the in-app bid agent: it runs the analysis and the Bid Score, configures the bid, starts the package once you give the go-ahead and builds the exports. The bid or no-bid call stays yours.
Claims about your company come from your evidence
Claims about your company — projects and contract values, staff, certifications and turnover — are drawn from your Evidence Vault and company profile, and each document shows how many evidence items it drew on. If the tender asks for something your evidence does not cover, Bidligence leaves a marked placeholder and lists it as a claim to confirm. Those claims show on each document and are counted on the Submission Guard's audit before you submit.
A Submission Guard against the classic disqualifiers
The tender's mandatory forms, certificates, bonds and format rules are read into a checklist and matched against your Evidence Vault. Before you submit, the audit lists missing items, linked certificates that have expired, the bid-security amount and validity the tender requires, claims still to confirm and how close the deadline is. When you upload an addendum and review it, Bidligence shows what changed, moves the deadline if the closing date changed, adds any new checklist items and flags the documents that need updating.
Bid where you can win, with the numbers
The Bid Score rates each tender you analyse on six weighted factors — client, project fit, capability, competition, profitability and risk — and gives its reasons for each. A break-even calculator shows the win rate a bid needs to pay for itself, and every bid you decide to pass on is recorded and counted in your pipeline analytics.
Rates you can trace to a source
Bidligence keeps a rate library of 164 construction items across 18 categories, and every rate in it shows its sources: published schedules, supplier and RFQ quotes, contracts you have won, cited web research and your own entries. When your BOQ is priced, a line that maps to the library and passes its confidence checks takes the library rate, tagged with its range and confidence; other lines start from a Super Intelligence estimate for you to check. Where the scope matches, rates from contracts you have won are used first — and they are never shared with other workspaces or added to the shared rate index.
Tenders that come to you
Bidligence watches a curated registry of public procurement sources, from development banks and the UN to national e-procurement portals and agencies. You can add tender pages or RSS feeds of your own, and each night it searches the web for new tenders in the countries its customers watch, across the 66 countries that nightly search covers. New notices are matched to your keywords, countries and minimum value, and the best matches reach you by e-mail in a daily or weekly digest.
Built for anywhere
A global profile based on World Bank and FIDIC practice, plus 21 regional procurement profiles, sets the currency, standards and authorities each tender is read against. You can bid in any of 100 currencies, take supplier quotes in another and report in your home currency. If a quote cannot be converted, Bidligence holds it back rather than treating it as one-for-one.
12 documents, in the tender's own shape
There are 12 document generators: CVs, work plan, method statement, programme, compliance matrix, risk register, HSE plan, QA/QC plan, sustainability and social value plan, cover letter and bid form, questionnaire answers, and forms and declarations. Where the tender prescribes its own schedules, numbering and section order, the documents follow them. A Mock Evaluator scores the draft against the tender's weighted criteria, and the package exports as editable DOCX and XLSX files or as one ZIP.
How we work
Principles the product is built on
Evidence before eloquence
Bidligence writes from what your Evidence Vault and company profile support. Where they fall short, it marks the gap for you to fill — a role with no matching CV in your vault, for example, arrives as a clearly marked template, with each detail listed for you to confirm.
Your team stays in charge
Every document is a draft your team can review and edit before anything is exported. Company details read from your files are saved only after you tick them, and design drawings carry NOT FOR CONSTRUCTION until a registered engineer's sign-off is recorded on the bid.
Your data stays yours
You keep all rights to everything you upload and generate, and your content is not used for model training. A workspace admin can download the workspace's data at any time, and can delete the workspace once its subscription is cancelled. Rate sharing is off unless you turn it on, and rates from contracts you have won never leave your workspace.
Credits you can see
Each Super Intelligence action costs credits in proportion to the work it does. Your balance and the month's use are always on your billing page, and a statement of every charge is available on request. Plan credits refresh each month, and credits you buy on top never expire while your plan is active. Your first Starter or Pro subscription begins with a 3-day free trial — one per customer — and nothing is charged if you cancel before it ends.
Secure by default
Two-factor sign-in is available for every way you sign in, and no sign-in method is ever linked to an existing account. Every request for workspace data is checked against the signed-in member's workspace and role; suppliers see only the RFQ package sent to them, and Bidligence staff can open your content only through a time-limited, logged access grant that is e-mailed to your workspace admins. Every page carries a strict content security policy, and staff actions are written to a tamper-evident audit trail.
Built for contractors who bid to win
Bidligence is for construction contractors who win work by public and development-funded tender: roads and bridges, buildings, drainage and water, civil and structural works. It is built for teams that have to produce a complete, priced and compliant package every time.
It suits a contractor bidding about once a month on Starter, a bid team bidding every month on Pro, and groups, joint ventures and multi-country bid teams on Enterprise. Suppliers and subcontractors need no account: they price your RFQ through a link, and their quotes come back into your comparison.
It is built for emerging markets as well as established ones — where development-bank procedures are applied strictly and much of the established bid software is priced for large enterprise teams. Profiles for Kenya, Nigeria, Ghana, Egypt, the Philippines, Indonesia, Malaysia and Papua New Guinea sit beside the UK, US, EU and Australia, and Papua New Guinea's National Procurement Commission is watched alongside the World Bank and the UN.
For design-and-build tenders, Bidligence also drafts scaled plans and a 3D walkthrough for your engineer to review (beta).
