Seven steps from tender pack to submission-ready package
Every bid runs through the same seven-step wizard. Each step is saved as you go, so you can close the laptop or hand over to a colleague without losing work. There is a short tour under how it works.
- 1Upload the tender pack: PDFs (scanned or not), DOCX, XLSX, CSV, TXT and photographed pages.
- 2Analyse: scope, evaluation criteria, mandatory documents, bid security, submission rules, key dates and risk flags are extracted into one structured analysis. See AI tender analysis.
- 3Decide: the Bid Score rates the tender on six weighted factors, and a break-even calculator shows the win rate the bid needs to pay for itself.
- 4Configure: margin, currency, team, target score and which documents to produce.
- 5Generate: the priced BOQ and the documents you selected, written against the tender's scope, standards and criteria.
- 6Review: edit every document, move the margin and run the Mock Evaluator, which scores the draft against the tender's own weighted criteria.
- 7Guard and export: the Submission Guard checks the package against each mandatory item on its checklist, then you export branded, editable DOCX and XLSX files or the whole package as one ZIP.
Who it is for
Bidligence is for contractors bidding roads and bridges, buildings, drainage and water, and civil and structural works for government agencies and development-funded projects. Starter suits a contractor bidding about once a month, Pro a bid team bidding every month, and Enterprise groups, joint ventures and multi-country bid teams.
It is not a subcontractor-invitation tool: Bidligence writes and prices the main contractor's own bid. Suppliers and subcontractors still have a place. On Pro you send them a request-for-quote link, they price it without an account, and their quotes come back into a line-by-line comparison you can apply to the BOQ.
Why one desk instead of four tools
Most bid software covers one part of the job. Discovery services find the notice and stop there. Bid-management tools invite subcontractors but do not write the bid. Proposal writers draft answers with no bill of quantities, programme or HSE plan. Estimating tools stop at the estimate. The bid manager is left to carry the tender from one tool to the next, or to do it all by hand.
In Bidligence each step reads the one before it. The analysis feeds the Bid Score, the BOQ, the document generators and the Submission Guard checklist. An addendum review carries its changes through: it updates the analysis, moves the deadline when the closing date changes, adds checklist items and marks the documents that need rewriting.
You can also hand the tender pack to Hunter 1.0, the in-app bid agent. It runs the analysis and the Bid Score, configures the bid, starts the package once you give the go-ahead and tells you what it still needs from you. The bid or no-bid call stays yours.
Find tenders and decide which to chase
The opportunity feed reads 17 curated public procurement sources, from development banks and the UN to national e-procurement portals and agencies, plus any tender pages or RSS feeds you add. Each night Bidligence also searches the web for new tenders in the countries its customers watch, across the 66 countries that search covers. Matches to your keywords, countries and minimum value arrive in a daily or weekly e-mail digest. More on tender alerts.
Start bid on a notice creates the bid with its name, client, deadline, currency and region filled in and the notice link attached; you then download the tender pack from the notice and upload it.
Before you commit days to a tender, the Bid Score rates it on six weighted factors (client, project fit, capability, competition, profitability and risk) against the analysis and your Evidence Vault, with its reasons for each. The break-even calculator shows the win rate the bid needs, and every tender you pass on is recorded. The bid/no-bid guide explains the arithmetic.
Price the BOQ with rates you can trace
Bidligence prices each BOQ line from the strongest evidence it has. Where the scope matches, a rate from a contract your company has won comes first. Next is the rate library's estimate, used only when it passes its confidence checks and shown with its range and confidence. Other lines start from a Super Intelligence estimate for you to check, and market look-ups add rates with their sources.
Rates from contracts you have won are never shared with other workspaces or added to the shared rate index. Every line stays editable, and the margin is spread across the bill as you change it. The BOQ pricing software page explains the sources and checks.
Every rate shows where it came from, but it is still an estimate. Your estimator owns the price.
Bid documents written from your own evidence
There are 12 document generators: CVs, work plan, method statement, programme, compliance matrix, risk register, HSE plan, QA/QC plan, sustainability and social value plan, cover letter and bid form, questionnaire answers, and forms and declarations. Where the tender prescribes its own schedules, numbering and section order, the documents follow them.
Claims about your company (projects and contract values, staff, certifications and turnover) are drawn from your Evidence Vault and company profile. If the tender asks for something your evidence does not cover, Bidligence leaves a marked placeholder and lists it as a claim to confirm rather than inventing it. Those claims show on each document and are counted by the Submission Guard.
Every document is a draft for your team to review and edit before export, and generating them is part of Starter and Pro. For design-and-build tenders, a beta also drafts scaled plans and a 3D walkthrough for your engineer to review; every sheet carries NOT FOR CONSTRUCTION until a registered engineer's sign-off is recorded.
A Submission Guard before you seal the envelope
Good bids are lost on technicalities: a missing declaration, an expired certificate, a bid security in the wrong amount or a late submission. The Submission Guard reads the tender's mandatory forms, certificates, bonds and format rules into a checklist and matches each item against your Evidence Vault.
Before you submit, its audit lists mandatory items still missing, linked certificates that have expired, the bid-security amount and validity the tender requires, unverified claims still to confirm, a missing priced BOQ and a closing date only a day or two away. See the tender compliance check.
The Guard is a check, not a promise of compliance. Read every form against the tender itself before you submit.
Built for a bid team
On Pro, 10 people share one workspace with roles: admin, bid manager, technical lead, finance, reviewer and viewer. Comments with @mentions send the colleague an in-app notification and an e-mail, and every change saves for everyone else. Simultaneous editing of the same field is not built, so agree who owns each section.
Deadlines show in the tender's own time zone, with e-mail reminders as the closing date approaches and a pipeline that shows what is due this week. Pro adds pipeline analytics and win/loss debriefs.
Plans and pricing
The workspace and its welcome credits are free; generating the bid documents needs Starter or Pro. Starter is US$399 a month for one user and 1,500 credits a month. Pro is US$799 a month for 10 seats and 5,000 credits a month. Both can be billed monthly or yearly and begin with a 3-day free trial, one per customer: you add a payment method at checkout, and nothing is charged if you cancel before the trial ends. On either plan you can buy more credits by amount, at US$1 for 2 credits from US$50. Enterprise is quoted to your bid volume. Full details are on the pricing page.

How credits work
Every Super Intelligence action — tender analysis, the Bid Score, a priced BOQ, each of the 12 documents, the Submission Guard — costs credits in proportion to the work it actually does, so a bigger tender uses more and a small one less, and nothing is charged for a step that does not run. Your plan’s credits refresh each month and do not carry over; credits you buy on top never expire while your plan is active, and are only used once the month’s allowance is gone.
Top up any amount
US$1 = 2 credits · any whole amount from US$50 to US$10,000
Top-ups are available to workspaces on a plan, from Settings → Plan & billing.
Questions
- What does tender management software do for a contractor?
- It keeps a tender's documents, decisions, prices and deadlines in one place, from the notice to the submitted bid. Bidligence also analyses the pack, scores the bid/no-bid decision, prices the BOQ, drafts the bid documents from your evidence and checks the package before export.
- Does Bidligence write the whole bid?
- It drafts the technical package and prices the BOQ; your team reviews, edits and approves everything before export. Anything it could not ground in your Evidence Vault is flagged for you to confirm, not filled in.
- Can I try Bidligence before paying?
- Yes. A new account's free workspace gets 500 welcome credits once you confirm your e-mail, enough to analyse a tender, score it and price its BOQ. Starter and Pro then start with a 3-day free trial, one per customer, with a payment method taken at checkout.
- Which countries and procurement rules does it cover?
- A global profile follows World Bank and FIDIC practice, and 21 regional profiles, Papua New Guinea among them, adjust the currency, standards and price sources. You can bid in any of 100 currencies.
- Is Bidligence a subcontractor bid-invitation tool?
- No. It is built for the contractor preparing its own bid. On Pro, suppliers and subcontractors can price an RFQ through a link without an account, and their quotes come back into your comparison.
- Where is my data stored, and is it used to train models?
- Your documents live in your own workspace on encrypted cloud storage and Postgres. Content sent to our model provider is not used for model training under our API terms; see security.
