How much is the final guarantee in Egypt?

It is 5% of the contract value for works. The winner has 10 working days after the award notice. A contractor abroad has 20 working days.

Do contractors in Egypt have to register with the federation?

A law firm says yes. Law 104 of 1992 makes federation registration mandatory for anyone doing construction work. The body is the Egyptian Federation for Construction and Building Contractors.

Does Egypt give a price preference to local firms?

Yes, in some cases. Article 35 gives a 15% rule for Egyptian services and artistic works. Such a bid counts as the lowest if it costs no more than 15% above the lowest foreign bid. Article 35 does not name works contracts.

Egyptian public tenders are published on the Public Procurement Portal. Law 182 of 2018 also requires a notice in a widely read daily newspaper for public tenders. Bid security for works may not exceed 1.5% of the estimated value.

We checked these sources in November 2026. We believe the portal is at etenders.gov.eg. It refused our connection, so we could not open it. The tender's own documents always decide.

Article 20 of Law 182 of 2018 sets the rule. Every tender is published on the Public Procurement Portal, unless national security needs it to stay private.
