Indonesian government works tenders run on SPSE, the e-procurement system that the national procurement agency LKPP develops. It sits on INAPROC, LKPP's national procurement platform. Foreign firms may bid on construction mainly above Rp 1 trillion. They must work with a national firm.
We read the rules on 1 November 2026. The source was Presidential Regulation 16/2018, as amended in 2021 and 2025. INAPROC blocked our automated checks, so we could not open it. The tender's own documents always decide.
Article 69 of the Regulation says procurement runs on SPSE and its support systems. LKPP develops them. International tenders are also announced on the buyer's website and on an international community website (Article 63).

The steps below follow the Regulation. LKPP asked providers to register INAPROC accounts early, in a letter of 19 June 2026. Older SPSE versions still use SIKaP accounts until they are switched off. LKPP will announce when SPSE version 5 starts. Check the INAPROC help pages at bantuan.inaproc.id for the current steps.
The main rule is Presidential Regulation 16/2018. Regulations 12/2021 and 46/2025 amend it. The owner's estimate, called HPS, is the buyer's price estimate.
Yes, in narrow cases. The Regulation calls tenders that are open to national and foreign firms international procurement.
Check construction business licences and certificates with your Indonesian partner. We did not review them for this page.
