We could not confirm one. The Finance Ministry runs an e-GP system, but the 2019 launch report said institutions did not have to use it. Many buyers post on their own sites.

Do I need CIDA registration to bid on Sri Lankan government works?

CIDA says its registration is a requirement for government contracts. Main contractor grades run from CS2 to C9. A registration lasts three years.

What is a Temporary Registration Certificate?

It is the CIDA permit for a foreign contractor. It covers one project. It runs from the start of work to the end of the defect liability period.

When does a foreign contractor apply to CIDA?

After the client sends a letter of intent to award. The client may issue the letter of acceptance only after the foreign firm shows its certificate.

Where are the Sri Lankan procurement guidelines?

The Treasury lists the Procurement Guidelines 2024 and the Procurement Manual 2024. It says the Manual is on the National Procurement Commission website.

Where can I find construction tenders in Sri Lanka?

Sri Lankan buyers publish tenders on their own websites, such as the Road Development Authority's Procurements page. The Finance Ministry launched a national e-GP system in 2019. A 2020 notice names promise.lk as its portal. Contractors need CIDA registration for government work. Foreign winners need a temporary CIDA certificate for the project.

We checked these sources on 1 November 2026. Several Sri Lankan government sites did not open from abroad. The tender's own documents always decide.

Where are Sri Lankan construction tenders published?

The Finance Ministry launched its e-GP system on 29 May 2019. The Daily FT reported that institutions did not have to use it. A Daily Mirror notice of 19 September 2020 points suppliers to the promise.lk portal. We could not open promise.lk in November 2026. So we cannot say how many buyers use it today.
