Do I need a PCAB licence to bid on Philippine government works?

Yes, for infrastructure projects. The IRR lets eligible firms bid only if the PCAB has licensed them as contractors. A joint venture must show its PCAB licence.

How much bid security does a Philippine tender need?

The IRR sets a minimum of 2 to 5 percent of the approved budget, by form of security. A Bid Securing Declaration is one allowed form. The tender states the amount.

Can a foreign company bid on Philippine infrastructure projects?

Only in narrow cases. Firms need at least 60 percent Filipino ownership. A treaty or an international or executive agreement can also open the door.

What changed under the New Government Procurement Act?

RA 12009 took effect on 13 August 2024 and its rules on 25 February 2025. It adds beneficial ownership information as a condition for competitive bidding.

Where can I find construction tenders in the Philippines?

Philippine government tenders appear on PhilGEPS, the single portal of the Department of Budget and Management's Procurement Service. Bidders need a PhilGEPS Platinum registration. Infrastructure bidders also need a PCAB licence. Most must be at least 60 percent Filipino-owned.

We checked these sources on 1 November 2026. The New Government Procurement Act (RA 12009) took effect on 13 August 2024. Its rules took effect on 25 February 2025. The tender's own documents always decide.

Where are Philippine construction tenders published?

The Implementing Rules and Regulations (IRR) cover where notices go. For competitive bidding, the invitation to bid goes on PhilGEPS and the buyer's website. It stays up for seven calendar days (Section 50.3.1). The buyer's Bids and Awards Committee also posts the full bidding documents on both (Section 47.4). A buyer with no website or approved channel must publish once in a national newspaper (Section 50.1).
