It is Vietnam's national e-procurement system at muasamcong.mof.gov.vn. The Ministry of Finance runs it. The Law on Bidding requires bid information to be published on it.

Do I have to register on the national system to bid?

The Law asks a contractor to be listed on the system before selection results are approved. The register menu has an option for foreign contractors and investors.

How much bid security does a Vietnamese tender need?

Under the 2023 text, it is 1 to 1.5 percent for construction up to VND 20 billion. Other packages are 1.5 to 3 percent. The tender states the figure.

Can a foreign contractor bid alone in Vietnam?

In international bidding, no. It must join a domestic contractor or hire a domestic subcontractor, unless the Government sets another rule.

Is the 2023 Law on Bidding still current?

Yes, as amended. Law 90/2025/QH15 changed several articles from 1 July 2025. These include the rule for foreign contractors and the time to prepare bids.

Where can I find construction tenders in Vietnam?

Vietnam publishes bid information on its national e-procurement system, run by the Ministry of Finance. The Law on Bidding asks contractors to be listed on it. In international bidding, a foreign contractor must join a domestic firm or hire a domestic subcontractor.

We checked these sources on 1 November 2026. The Law on Bidding No. 22/2023/QH15 took effect on 1 January 2024. Law 90/2025/QH15 amended it from 1 July 2025. The tender's own documents always decide.

Where are Vietnamese construction tenders published?

Article 7 of the Law, as amended in 2025, requires bid information to be published on the National E-Procurement System. State secrets are the exception. Open bidding and restricted bidding must run on the system from 1 January 2025, with some exceptions (Article 50).
