Which tenders should you choose?
Choose tenders you can qualify for before you spend money. You pay all bidding costs yourself, whatever the result (ITB 9.1).
Read the qualification criteria first. In World Bank documents, they are in Section III. Check these points against your own records. A bid/no-bid check helps you decide.
- You have the average annual construction turnover the tender states.
- You have completed enough similar contracts of the stated value.
- You can show funds for the contract's cash flow, not counting advance payments.
- You can name qualified key staff and provide the key equipment.
- You have no debarment or conflict of interest that rules you out.
Only your own firm counts. World Bank evaluators ignore the record of a parent, subsidiary or affiliate (ITB 31.2). If you fall short, consider a joint venture.
How do you stay compliant?
Compliance comes before scoring. A bid with a material deviation, reservation or omission is rejected. Correcting it later cannot save it (ITB 30.3). See why tenders are rejected.
