What does it cover?
Check your tender's own list first. The World Bank form leaves the content to you. It covers construction activities, plus design if the contract has any. A strong statement usually covers these points.
- The scope, split into its main work items.
- The order of work, step by step.
- Temporary works, site access and traffic.
- The materials, plant and crew for each main activity.
- Testing and quality checks.
- Safety and environmental controls for the real hazards.
- Handover to the employer.
The World Bank form can ask for more. Where the contract has assessed cyber security or supply chain risks, the method statement must cover them.
How does it differ from a work programme?
The method statement says how. The programme says when. They must agree with each other.
The World Bank data sheet lists them as separate sample factors, so each can earn its own marks. The contract also refers to a programme under Sub-Clause 8.3, which includes the order of the works.
