What do evaluators score?
Start here, because the scoring table should shape the whole proposal. In World Bank documents, the data sheet sets the factors and weights (BDS ITB 32.2). The template suggests these headings, and the employer may change them.
The total weight varies. The World Bank's Regulations set rated criteria between 10% and 100%, by contract risk and value (paragraph 5.50). The template also gives this sample scoring scale. It is only an example, and your tender may use another.
- How far the proposal exceeds the specification.
- The method statement.
- Site organisation, and the team's qualifications and experience.
- The work programme.
- Environmental and social strategies and plans.
- The sustainable procurement proposal.
- The key equipment strategy.
- Training and skills plans in the local labour method statement.
