Where public works tenders are published, country by country
Above the EU thresholds the same notice appears on TED and on the national portal; below them, look on the national portal, and in some countries on regional platforms too.
| Country | Where tenders are published | Worth knowing |
|---|---|---|
| European Union | TED, Tenders Electronic Daily, run by the Publications Office of the EU | Every above-threshold notice from the member states, under Directive 2014/24/EU. |

| Spain | Plataforma de Contratación del Sector Público | Ley 9/2017 de Contratos del Sector Público. The regions may run platforms of their own. |
| Italy | ANAC Pubblicità a Valore Legale, with procedures run on certified e-procurement platforms | Codice dei contratti pubblici, Legislative Decree 36/2023. |

| Switzerland | simap.ch, the joint platform of the Confederation, the cantons and the municipalities | The Confederation's official publication channel for public procurement. |
| Ukraine | Prozorro, run by the state enterprise Prozorro | Law of Ukraine No. 922-VIII on public procurement. |
One rulebook above the EU thresholds
Directive 2014/24/EU sets the rules for contracts above the thresholds in every member state, and Norway applies it through the EEA Agreement. Notices go electronically to the Publications Office, which publishes them on TED within five days, in full in the language the buyer chooses and as a summary in the other EU languages.
- Thresholds for 2026 and 2027: €5,404,000 for works, €140,000 for central-government supplies and services and €216,000 for other buyers, all net of VAT (Commission Delegated Regulation (EU) 2025/2152, from 1 January 2026).
- eForms: notices have used the eForms standard since 25 October 2023, so TED notices from every country share one structure.
- ESPD: buyers must accept the European Single Procurement Document, an electronic self-declaration that stands in for certificates as preliminary evidence.
- Standstill: after the award decision, the contract cannot be signed for at least 10 calendar days when the decision is sent electronically, or 15 days otherwise (Directive 2007/66/EC). National laws can set longer periods, as the next table shows.
Country rules that catch bidders out
Each country transposes the directives into its own law and adds rules of its own. These are the ones that most often decide whether a bid from outside the country is accepted.
| Country | Rule | What it means for a bid |
|---|---|---|
| United Kingdom | Central Digital Platform | Register on Find a Tender and share your core supplier information with the buyer when you bid. Registration is free. The works threshold is £5,193,000 including VAT for 2026 and 2027, and the standstill is 8 working days. |
| Germany | Lots principle (§ 97a GWB) | Contracts are split into lots by quantity and by trade, so a general contractor often prices one lot of a larger job. Since July 2026 lots may be combined for time reasons on large infrastructure projects. |
| Spain | Contractor classification | Works with an estimated value of €500,000 or more require classification as a works contractor. Bids are submitted electronically. |
| Italy | SOA certification | Works of €150,000 or more require SOA qualification, issued by bodies authorised by ANAC. The standstill is 32 days, with exceptions such as contracts below the EU thresholds. |
| Netherlands | eHerkenning | TenderNed is free, but Dutch companies log in with eHerkenning, which costs money. The standstill is at least 20 calendar days. |
| Poland | Qualified electronic signature | At or above the EU thresholds, the bid and the ESPD must carry a qualified electronic signature, or they are void. |
| Romania | SEAP certificate | Register on SEAP and obtain its digital certificate before you can take part. |
| Sweden | No national database | Below the thresholds, notices appear in registered, privately run notice databases rather than on one national portal; above them, on TED. |
Works funded by development banks
Works financed by the European Bank for Reconstruction and Development are procured by its clients, who publish their notices on ECEPP, the bank's client e-procurement portal, and the procurement notices page on ebrd.com lists the contracts not run through it. TED and the EBRD notices page are among the multilateral sources Bidligence reads; Bidligence keeps TED's construction notices (CPV 45). Development-bank tenders explains how lender-funded procurement works.
The list below shows the multilateral sources that returned tender notices to Bidligence in the last 30 days.

The European national portals Bidligence reads
Bidligence reads the national sources below for new notices on a schedule. A portal from the table above that is missing here is one Bidligence cannot read automatically today: Ireland's eTenders, for example, builds its tender list in the browser, so there is no readable page to monitor. Above-threshold Irish works still reach you through TED.
New notices are matched against your watch profile (keywords, words to exclude, countries, regions, sources and a minimum value) and land in your opportunity inbox, with a daily or weekly digest e-mail. One click turns a notice into a bid, carrying the buyer, the deadline and the estimated value across; see tender alerts.
If a regional platform, city or utility you bid for is not listed, add its tender page or RSS feed to your workspace's sources. Bidligence then reads it daily, extracting the notices from a web page with AI, and matches them to your watch profile like any other source.

The nightly search across Europe
Some tenders appear only on regional platforms or agency websites. For the European countries below, Bidligence also runs an AI web search for new tenders during the country's local night, once a workspace watches that country, and what it finds lands in the same inbox. It is a second net across 66 countries worldwide, not a promise to find every notice, so keep the official portals in your routine.

From notice to a priced bid
The United Kingdom and the European Union are among Bidligence's 21 regional procurement profiles. Each sets the currency, the procurement rules, the typical buyers, the standards and the price sources that the analysis, the documents and the BOQ pricing work from: the UK profile brings in the Procurement Act 2023, most-advantageous-tender evaluation, social value, NEC4 and JCT, with BCIS and Spon's for pricing; the EU profile brings in the directive, the ESPD, life-cycle costing and the Eurocodes.
When you analyse a tender, Bidligence reads the bid security it asks for, the mandatory documents, and the closing date as it stands after every amendment you upload. The Bid Score rates the tender before you commit to pricing, and the Submission Guard checks each mandatory item against your Evidence Vault before you submit. The workspace can be read in English, French, German, Spanish, Italian or Portuguese, among other languages; the tender and the bid documents stay in the language the tender asks for.
Questions
- Where are EU public works tenders published?

- €5,404,000 net of VAT, set by Commission Delegated Regulation (EU) 2025/2152 and applying from 1 January 2026. Supplies and services thresholds are €140,000 for central government and €216,000 for other buyers.
- Where are UK public sector tenders published under the Procurement Act?
- On Find a Tender, the Central Digital Platform, for procurements started from 24 February 2025. Lower-value contracts also appear on Contracts Finder and the devolved portals. Suppliers register on the platform and share their core information with the buyer.
- Do I need a certificate to bid for public works in Italy or Spain?
- Above set values, yes. In Italy, works of €150,000 or more require SOA qualification. In Spain, works with an estimated value of €500,000 or more require classification as a works contractor.
- Does Bidligence read TED?
- Yes. TED is one of the multilateral sources Bidligence reads, and it keeps the construction notices (CPV 45). A notice that names its country is matched against every watch profile that includes that country.
