Which law governs federal tenders in Ethiopia?

The Federal Public Procurement and Property Administration Proclamation No. 1333/2024. It took effect when published on 9 September 2024 and repealed Proclamation No. 649/2009.

Does an Ethiopian tender need bid security?

The bid document states whether a bid needs security. The Directive sets the amount. We could not read the Directive, so check the tender.

Can a foreign company bid on Ethiopian government works?

Yes, in open international tenders. A foreign company with no business in Ethiopia needs an authenticated license and registration certificate.

What language are Ethiopian tenders in?

National bids run in Amharic, and the public body may allow English for some parts. International bids use English.

Do local firms get a price preference in Ethiopia?

Yes. The Proclamation allows a preference margin for goods made in Ethiopia and for Ethiopian contractors. The Directive sets the margin.

Where can I find construction tenders in Ethiopia?

Ethiopia's federal tenders run on the national electronic government procurement (eGP) system. The Federal Public Procurement and Property Authority links to it from its home page. Proclamation No. 1333/2024 sets the rules and replaced Proclamation No. 649/2009.

We checked these sources in November 2026. The tender's own documents always decide.

Where are Ethiopian construction tenders published?

The Proclamation says a bid invitation is advertised at least once on the electronic system or by another suitable method. Bid documents are available on the electronic system every day until the closing date. Article 22 says communication with bidders uses the electronic system.

The Authority's home page links its eGP portal at production.egp.gov.et. When we tried it, the address gave a certificate error. A 2023 US note gave an older address, so use the Authority's link.
