EPADS is the e-Pak Acquisition and Disposal System. PPRA runs it, and federal buyers must use it for public procurement. It also lists open works notices.

Do I need a PEC licence to bid on construction works?

Usually yes. PEC's bye-laws say engineering works go only to constructors licensed by the Council. The licence category must suit the value of the work.

How much bid security is required in Pakistan?

Under the 2026 federal rules, it cannot exceed 5 percent for procurements up to PKR 250 million. For larger ones, it cannot exceed 2 percent.

Are the 2004 PPRA Rules still in force?

They were repealed by the Public Procurement Rules 2026. Procurements begun before the new rules took effect continue under the 2004 Rules.

Can a foreign company bid alone in Pakistan?

No, not under PEC's rules. It must form a joint venture with a Pakistani firm registered with PEC. The Pakistani share cannot be less than 30 percent.

Where can I find construction tenders in Pakistan?

Federal construction tenders in Pakistan appear on EPADS, the e-procurement system of the Public Procurement Regulatory Authority (PPRA). They also appear on the PPRA website. Standard bidding documents ask for a Pakistan Engineering Council (PEC) licence, and foreign firms must form a joint venture.

Where are Pakistani construction tenders published?

The Public Procurement Rules 2026 set the federal rule. Buyers must publish procurements above PKR 200,000 on EPADS and the PPRA website (Rule 18). Those above PKR 5 million must also run in newspapers with wide circulation. These are mainly two national dailies, one in English and one in Urdu. The EPADS site also has jurisdiction choices for the KPPRA and GBPPRA regulators.
