Which law governs public tenders in Rwanda?

Law No. 031/2022 of 21 November 2022 governs public procurement. Ministerial Order No. 001/23/10/TC of 10 October 2023 sets the regulations.

How much bid security does a Rwandan tender need?

None is needed up to FRW 20,000,000. Above that, the buyer sets the amount. The Order allows bands from 2 percent of the estimated budget down to 0.1 to 1 percent.

Can a foreign company bid on Rwandan government works?

Yes, in international tenders and in open national bidding. Domestic companies registered for six months get exclusive preference on works up to FRW 2 billion.

Do I need a category to bid in Rwanda?

Bidders are categorised and bid in their own category. A foreign company without one may bid once, then must show proof that it applied.

Where can I find construction tenders in Rwanda?

Rwanda's public tenders run on Umucyo, the national e-procurement system. A Ministerial Order of 10 October 2023 says all buyers run their tenders on e-procurement. Bidders register on the system before they bid.

Where are Rwandan construction tenders published?

The Rwanda Public Procurement Authority (RPPA) lists Umucyo as its e-procurement system. A 2026 US Commerce Department guide says buyers publish plans and tender information on Umucyo and on their own websites.
