Answer · Finding tenders
Search Procurement Opportunities on the UN Global Marketplace (UNGM), where most UN organizations publish free of charge. Register as a supplier at the Basic level first. UNOPS then takes bids through its eSourcing system, and UNDP through its Quantum portal.
We checked these sites on 1 November 2026. Each agency's rules and the tender's own documents always decide.
Start with UNGM, then add the agencies that build in your country.
| Agency | Where the notice appears | How you bid |
|---|---|---|
| Most UN organizations | UNGM Procurement Opportunities | As the notice says |
| UNOPS | UNGM, as its Supplier Resource Centre explains | UNOPS eSourcing, with your UNGM login |
| UNDP | UNDP Procurement Notices | Quantum, UNDP's online portal |
Create a free workspace and set your countries and keywords. Matching notices reach one inbox and an e-mail digest.
| Solicitations and Opportunities, including construction expressions of interest |
| Register through UNGM first |
UNGM's filters include type of opportunity, beneficiary country and goods and services code. Use them to narrow the list to works in your country.
UNGM has three levels. Basic is mandatory. Levels 1 and 2 are only for larger opportunities at some organizations. Each notice states the level it requires.
| Level | What you provide |
|---|---|
| Basic | Company details, countries of work, goods and services codes, a declaration of eligibility and the Supplier Code of Conduct acknowledgment |
| Level 1 | Certificate of incorporation, three independent references, owners and principals, and any agents used |
| Level 2 | Three reference letters and three years of audited or certified accounts, and the firm must be at least 3 years old |
These steps follow UNGM's guide and the UNOPS vendor guide. Other agencies differ after step 5.
UNOPS is a useful example, and it publishes its methods. Open competition is its standard approach. It says it uses five types of works contract, based on FIDIC standards.
| Method | Value | How the winner is chosen |
|---|---|---|
| Request for Quotation | USD 10,000 to under USD 250,000 | Lowest-priced offer that is most technically acceptable |
| Invitation to Bid | USD 250,000 or more | Lowest price that meets all requirements |
| Request for Proposal | USD 250,000 or more, for complex work | Technical and financial proposals together |
Bidligence's curated sources include UNGM and UNDP procurement notices. It keeps construction notices and matches them to your countries and keywords in one inbox and digest. You still register with the agency, get the tender pack and submit your own bid. See tender alerts.
Rules and portals change. Check the tender’s own documents and the official source before you rely on any of this.
