Answer · Finding tenders
Start with the national procurement portal of each country where you can work. Examples are SAM.gov, Find a Tender and South Africa's eTenders Portal. Then add development-bank and UN notices, agency websites and newspapers. Finally, set alerts so new notices reach you.
We checked the sites below on 1 November 2026. The tender's own documents always decide.
Public works notices appear in five main places. Most firms need more than one of them.
| Where | What it lists | Examples |
|---|---|---|
| National portal | Notices from government buyers | SAM.gov in the United States, Find a Tender in the UK, eTenders Portal in South Africa, TED in the EU |
| Development bank | Works the bank finances | World Bank, ADB, AfDB |
| UN agency | Works for UN bodies and their projects |
Create a free workspace and set your countries and keywords. Matching notices reach one inbox and an e-mail digest.
| UNGM, UNDP |
| Public works agency | Its own road, water or building contracts | TxDOT lettings in Texas |
|---|
| Newspaper or gazette | Notices the buyer advertises locally | World Bank borrowers may use a national newspaper or the official gazette |
|---|
This method suits a firm that bids in a few countries. Repeat it for each new country.
Look for notices and plans that come before the tender. They give you time to find partners and prices.
Plans can change. The World Bank says its plan items are only indicative, and some may not go ahead.
Many official sites send alerts. Check what each one costs and what it covers.
| Source | Alert type |
|---|---|
| World Bank | E-mail alerts for new procurement notices |
| Find a Tender | E-mail notifications, with an account |
| AfDB | RSS feed of procurement notices |
| AIIB | RSS feed |
| IsDB | E-mail subscription for new tenders |
| UNGM | Alerts need a paid UNGM Pro subscription, but search stays free |
Some tenders never reach the big sites. The World Bank's Regulations say the Bank publishes the notice for an open international tender (paragraph 5.23). For a national tender, they ask only for open advertising in the country (paragraph 5.4). So it may appear only on the borrower's website, in a newspaper or in the gazette.
ADB's Procurement Directive of 2026 sets two cases. An internationally advertised contract is published on ADB's website (paragraph 6.12). A nationally advertised contract goes on a free website or in a national newspaper (paragraph 6.11).
So keep a list of the agencies you want to work for. Ask each one where it advertises.
Bidligence gathers construction notices from curated public sources and a nightly web search across up to 66 countries. It matches them to your keywords, countries and minimum value. Matches reach one inbox and a daily or weekly digest, in a free workspace. See tender alerts. Like any service, it misses some tenders, so keep checking your key sources.
Rules and portals change. Check the tender’s own documents and the official source before you rely on any of this.
