What is the difference between prequalification and post-qualification?
Both test whether you can do the job. The difference is when. Under post-qualification, you send your qualification evidence with your bid.
| Point | Prequalification | Post-qualification |
|---|---|---|
| When you are checked | Before bidding, through a separate application | After bids come in, from evidence sent with the bid |
| Who may bid | Only prequalified firms | Any eligible firm |
| What you risk | The cost of an application | The full cost of a bid |
| Where the criteria sit | The prequalification document | The bidding document |
| Typical use | Large or complex contracts | Simple, standard or repetitive works, even large ones |
Passing prequalification does not end the checks. During bid evaluation, the World Bank document tests whether you continue to meet the criteria.
When do employers use prequalification?
The World Bank Regulations call it appropriate for large or complex contracts (paragraph 6.20). It also suits turnkey and design and build work, where high bid costs may otherwise discourage competition.
